Ukraine-Russia peace talks begin with cold welcome, Ukrainian TV says

• The fourth round of peace negotiations begin without a handshake in Turkey 

Russia and Ukraine peace talks start at 10:30 a.m. Istanbul time. A spokesperson for the Turkish Foreign Ministry has told NBC News that there may be some delays.

According to Ukrainian television, Ukrainian and Russian delegates began peace negotiations without a handshake.

“There was a cold welcome, no handshake,” a Ukrainian reporter said, without making clear whether he had witnessed the meeting of the delegation or had been told this by officials, Reuters reported. 

Mykhailo Podolyak, a political adviser to Zelenskyy said on Twitter, the heads of each side's delegation were discussing "the fundamental provisions of the negotiation process."

“Delegations are working in parallel on the entire spectrum of contentious issues,” he said.
